I wouldn't say locking the forum, since people whom already applied need to talk in their threads. I'm thinking more locking the ability to make new topics, but have posting in topics open.

Yeah, forgot about the pending members. But if you really wanted to be strict, you could say that even the pending members applied while the applications stayed "closed"
